A republican from Washington County, Hollister served during the Voinovich administration as his Lieutenant Governor. Upon Voinovich's exit from the post of Governor to take his U.S. Senate seat on December 31, 1998, Hollister took over the responsibilities of office. She served in the capacity of Ohio's Governor until January 10, 1999 making her the first female Governor of the state of Ohio. On January 10, Bob Taft took over the reins of Ohio government.
