A business executive from Dayton, Osa Penny served two terms in the Ohio House of Representatives. She was the first woman from Montgomery County to serve in the Ohio General Assembly.
She was appointed to the following House standing committees:
-Benevolent and Penal Institutions,
-Codes, Fees and Salaries, and
She introduced legislation in the areas of divorce, child welfare, women's prisons, safety, and lighting of the Statehouse Rotunda.
