Representative Rachel Davis was born in Brookfield Township, Ohio in 1885 near the border of Pennsylvania. She was married and widowed three times. Her husbands were William Stuart, Emanuel Davis and Charles Bricker. Her occupation was listed as practical nurse in 1950.
In Trumbull County, she served as a trustee from 1932 to 1945 and was the first woman in Ohio to serve as trustee. During this time of Prohibition and the Great Depression, prostitution and bootlegging and World War II were concerns in Masury, Ohio. She served in the Ohio House of Representatives from 1944 to 1946. She was also the first woman in Trumbull County to serve as school director on the Brookfield board of education.
